Every other raid shares a lock between 10/25 normal and heroic. ICC though Cata raids if you did a raid on 10 man it would have a different lock out then 25 man but yes the heroic and norrmal for these raids within the size setting were the same.

We couldn't change our raid to 10 man, it always stayed 25 no matter what we changed. Strict instance-based lockout raids do not allow to switch between 10 and 25 player size.
